My fellow Manticorans,

Effective as of 0001 Hours (EST) on May 16, 2013, it is my pleasure to announce the commissioning of HMS Starcrest, DD-78, under the command of Lt. Commander Cindy Jeffers. This is a Havoc Class Destroyer and is assigned to the Sixth Fleet, based in Webster City, IA.

As of the date of Commissioning, the following personnel are assigned to HMS Starcest:

* Lt. Commander Cindy Jeffers (assigned as CO of HMS Starcest)
* Lieutenant, Senior Grade Tom Webster (assigned as XO of HMS Starcest)
* Chief Petty Officer Mitch Brokaw (assigned as Bosun of HMS Starcest)
