Effective as of 0001 Hours on April 1, 2014, it is my duty to announce the change of command for HMS Rigel, BC-591. The new Command Staff is as follows:

• Captain, j.g. Ed Wandall, CBM, as Commanding Officer

The XO, Bosun and other crew of HMS Rigel remain unchanged at this time.

The following personnel are breveted in rank as indicated:

• Ed Wandall to the rank of Captain, junior grade
