Admiralty Order 1204-03 was issued April 18, 2012 by the First Lord of the Admiralty. It clarifies the occasions for wearing of covers (headdress).

To: All Officers and Enlisted in the Royal Manticoran Navy, Marine Corps and Army
From: Admiral Lord Sir Martin Lessem, KDE, KCR, GS, First Lord of the Admiralty, Admiral of the Fleet, Duke, New Scania
Re: The Wearing of Covers (Admiralty Order 1204-03)

As of the date of this Order the following will be the official policies of all Divisions of The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. with regards to the wearing of covers with Uniforms.

WHEN TO WEAR: When in open convention areas (atriums, corridors, foyers, outside), covers (beret, peak cap or ball cap) are optional unless otherwise specified (such as for a Masquerade where a full uniform with cover would be normal).

The cover (beret, peak cap or ball cap) is mandatory for wear with the uniform when acting as an escort for a guest of TRMN or an Admiral or at the recruiting table or when recruiting around the con (except in meeting rooms).

WHEN NOT TO WEAR: The cover (beret, peak cap or ball cap) is prohibited for wear with the uniform when in meeting rooms or at events not held in places with wide open atrium/foyer like spaces, unless otherwise specified (such as for a Masquerade where a full uniform with cover would be normal).
