SMCPON (GSN) Bainbridge, based upon your suggestions, I order that the Office of the SMCPON (GSN) be established under the Chief of Operations Office and the following positions be created; Senior Chaplain, Chief Navy Counsellor and Leading Yeoman. You are authorised to recruit personnel to fill the positions and are ordered that within seven days you are to advertise for these positions and furthermore you are authorised to brevet your personnel to appropriate ranks.
