Army Directive 2112-01 was issued 01 December 2021 under the authority of the Deputy Marshal of the Army. It established the 1st Regiment of Foote as the Holding Chapter for the Royal Manticoran Army and deactivated the 99th Home Guard Reserve Company from that role.

Establishment of the 1st Regiment of the Foote
The name of 1st Basic Training and Holding Company shall be decommissioned and all personnel transferred to the newly established 1st Regiment of Foote. It will become the name of the holding chapter within the Royal Manticoran Army.
Commanding Officer of the 1st Regiment of the Foote
By my authority as ODCSPERS, Colonel David Bailey (RMN-0564-12) is hereby relieved of duty as the Commanding Officer of the 8th Excalibur Recon Regiment and hereby directed and required to take command of the 1st Regiment of Foote.
Removal of the 99th Home Guard Reserve Company
By my authority and with the direction of the Marshal of the Army and Deputy Marshal, 99th Home Guard Reserve Company will be completely deactivated and removed from the Royal Manticoran Army.
The above orders are effective as of 1 December 2021.
